DCTOCA Executive Board

Ken Kraft, President & Rules Interpreter

Ken has been a member of the DCTOCA since 1984.  Ken is not only a certified NYS Track official, but a USATF certified track official.  Besides working several state championship meets, Ken has also officiated the 2012 USA Olympic qualifier, the Millrose Games, and many collegiate and international championship meets.  In 2008, Ken received the Outstanding Service Award from USATF and the Richard Lacey award from the Westchester/Dutchess/Rockland Track & Field Coaches Association.  In 2011, Ken was awarded the Dick Teetsel Outstanding Official Award from the NYS Track & Field Officials Association.  Ken is currently in his third stint as President of the DCTOCA, and has served as President for over 20 years.

Frederick Kohut, Vice President

Fred has been a member of the DCTOCA since 2011.  Fred is also a USATF certified track official and a NYS certified soccer official.  He has served as Vice President of the DCTOCA since 2014.  In his time, Fred has officiated several county and sectional championships. In 1998, Fred made his mark on his community and the soccer coaching world when he led his daughter's 2nd grade soccer team to a championship season.

Jose Rodriguez, Secretary

Jose has been a DCTOCA member since 1978.  For 26 years, Jose coached cross country and track & field at Beacon High School.  His tenure includes 10 cross country league titles, 15 track & field league titles, and three track & field Section I championships.  His coaching has also produced 6 Poughkeepsie Journal Spring Athletes of the Year, 20 State Championship Qualifiers, 3 State Champions, and 3 All-Americans.  For his efforts, Jose has been awarded the Poughkeepsie Journal Coach of the Year 3 times.  Since 2004, Rodriguez has been officiating track for both the DCTOCA and SOCAT-Ulster boards.  Jose has been the rules interpreter for the DCTOCA since 2016.


Henry Albertelli, Treasurer

Hank has been a member of the DCTOCA since 2004 and has served as Treasurer for over 10 years.  Hank, also a NYS certified volleyball official, has officiated several county and sectional championships, mainly as the chief judge of the pole vault.
